CHAM Consortium Partners

Enterprise Community Partners has built an extensive library of in-depth expertise, best practices, and research on asset management, affordable housing development, resident services, LIHTC, green building and much more.

LISC’s Resource center offers reports, case studies, primers and webinars; type in “asset management” in the search toolbar. The LISC Institute shares resources on how to turn cutting-edge community development ideas into action. Building on the experience of LISC’s network of partners and the broader field, they offer training, resources, and guidance on strategies that forge resilient and inclusive communities of opportunity across America.

The National Association of State and Local Equity Funds offers Best Practices Guidelines that are designed to lead to better quality tax credit projects, preserve and protect the interests of investors, and assure compliance with Internal Revenue Code. 

NeighborWorks America offers a variety of housing and community development courses, including CHAM’s asset management courses.  The NeighborWorks Media Center offers stories, blog posts with provocative perspectives on issues of the day, and both original research and summaries of the most relevant findings from the industry.


  • AHIC produces best practices for the housing credit field, guidelines that are widely adopted by its members and partners in the affordable housing industry. It also supports research projects that examine how investments are performing and educational publications about the housing credit program. AHIC’s Underwriting Guidelines can be used as an outline for an underwriting process and for investment documents low-income housing tax credits projects. The Asset Management resources page includes risk rating guidelines and a comprehensive look at exits in the Dispositions Discussion Paper.

  • CohnReznick’s Housing tax credit investments: Investment and operational performance provides comprehensive data, analysis and insights into the latest performance trends observed across the surveyed portfolio, consisting of more than 21,000 properties financed with federal low-income housing tax credits. The information can help developers, investors and other industry participants to benchmark portfolios, develop best practices and gain insights into the affordable housing industry

  • CORES Resource Library is the one-stop shop for resident services tools. It is a free online compendium created to provide resources, sample documents and downloadable templates to improve practices in the field of resident services. Learn how to become a Certified Organization for Resident Engagement & Services at www.coresonline.org.

  • HAI Group offers housing-specific online training to expand industry knowledge, learn new skills, tackle job-related issues, and prepare for new challenges. CHAM is partnering with HAI to offer its asset management specialist courses online starting in mid-2020. Other courses include development and finance, compliance, maintenance and risk management.

  • Housing Network of Rhode Island has numerous helpful asset management tools that can be downloaded.
